FPHW is an Aboriginal community-controlled health service dedicated to improving access to affordable primary healthcare for Aboriginal and Torres Strait Islander people in urban Melbourne – the first of its kind on the Mornington Peninsula – also known as Bunurong/Boon Wurrung Country.

With Frankston expected to have Victoria’s largest First Nations population by 2028, the federal government fast-tracked funding in 2023 aiming to enhance healthcare services for Aboriginal and Torres Strait Islander people.

With this funding, Buildcorp’s collaborative partnership began with an ECI model, which saw us provide high-level budget advice on design, programme, cost and buildability before submissions to town planning. Our team championed the engagement of leading design consultants to actualise our client’s requirements, all whilst undertaking a comprehensive value management process to remain within our client’s budget.

Transitioning to construction saw our team split their work across three separable portions. SP1 involved upgrading and refurbishing an existing two-storey office building, with early works strip-out to fit-out, cold shell refurbishment and upgrades to the roof and services.

Key features include FPHW’s primary care clinic, including General Practitioner, Nursing, Allied Health and Social Emotional Wellbeing services for Aboriginal families. On the first floor, Baluk Balert Barring—Many Strong Footprints—Victoria’s first Aboriginal Early Parenting Centre, offering culturally safe early parenting care that draws on Aboriginal guidance and strengths to support babies, children, and new families.

In SP2, an open public café was handed over. In addition to the clinical services, Blak Fig, a social enterprise café, will provide vocational training and employment for the local First Nations community. Finally, across SP3 works pivoted to complete an external lift shaft.

Now fully operational, we’re honoured to deliver an impactful facility that meets the health and wellbeing needs of Australians First Peoples – the first of its kind on the Mornington Peninsula.
